By default, ATC Background Chatter is turned off on all official profiles.
Clicking the ATC Chatter tab on the main page and toggling the enable switch to ON.
Ensure that you have a volume value set to more than 0.
NOTE:
This setting needs to be applied on a per-aircraft basis.
